Swami Ram Dev Yoga Camp in Kathmandu

Yoga Science Camp is being held from March 27 to April 1 at Tundikhel of Kathmandu in Nepal. Yoga Guru Swami Ram Dev and Ayurved Acharya Balkrishna from India are teaching yoga about 40,000 people in the camp, which is operated 5 AM to 8 AM.

NAST to turn into PhD/Post-PhD institute

After 27 years of establishment, the Nepal Academy of Science and Technology (NAST) has come up with concrete plans to provide forum for Doctoral and Post-Doctoral researches. It has started hiring the scientists for its new advanced laboratory.

"We have a clear vision to exploit the science and technology for the national interests. That's why we are going to set up a sophisticated research laboratory on its premises soon," said Prof Dr Hom Nath Bhattarai, Vice-Chancellor of the NAST. "The three-storied building of the lab will be completed within six months," he added.

Students of MSc level have been doing thesis at the NAST. Now, we are planning to initiate PhD level research and Post Doctoral fellowship programmes after the completion of the lab, Bhattarai told this daily. "We've just started hiring the scientific manpower for the lab. We will work in coordination with Tribhuvan University and Kathmandu University for researches." "I want to establish the NAST as a doctoral degree awarding institute as in foreign countries," he added.

The National Council for Science and Technology, established in 1976 for making national policies, recommended to institute then Royal Nepal Academy of Science and Technology. The apex body of science and technology was set up in 1982 in a bid to develop nation through science and technology. It was converted into NAST in 2006.

The NAST Act was introduced in 1992 aiming to meet its goals and objectives of quality and excellence. "It could promote the sector by establishing awards, providing scholarships and fellowships for the scientists contributing to the Nepalese society and country besides imparting knowledge to raise awareness in the schools," said VC Bhattarai. "Researches remained only as the in-house projects."

In the foreign countries, Academy is taken as a concept of forum for scientists remaining away from the government. It became an institutional government body apart from a forum in Nepal, said Prof Bhattarai. "However, we don't have any laboratory at the national level."

Realising this need, the NAST is heading ahead to achieve its goals by establishing the Central Research Lab at the cost of Rs 70 million to strengthen the researches in the country. "Research areas to be included in this phase are biotechnology, natural products (utilization of bio-resources), environment and energy etc," he said.

"The attempts to equip the lab with sophisticated instruments are being made through the government and the donor agencies. The researches will possibly begin from next year," VC said. "Young scientists will be encouraged to do researches here."

Dr Bhattarai was not worried about the fund to establish the high-tech lab. "We must have concrete and convincing proposal and the government will never reject it," he said, recalling former Finance Minister Dr Baburam Bhattarai's assurance to provide 1 per cent (Rs 5-6 billion) of the total GDP. Presently, only 0.3 per cent of the GDP is allocated for the sector.

Bring researchers back home: Nobel laureate

Nobel laureate Prof Dr Klaus von Klitzing has said that the government should facilitate scientists and promote infrastructure of laboratories to develop a nation. Nepal should bring back all its researchers working abroad for the noble deed.

German scientist Klitzing, who won the Nobel Prize at the age of 42 in 1985 on Integer Quantum Hall Effect (Unit of electrical resistance), is in Nepal to take part in a four-day International Conference on the Frontiers of Physics organised by the Nepal Physical Society on the occasion of its silver jubilee. Klaus was born in a noble family in Schroda, which presently falls in Poland. Klaus, who visited Nepal thrice namely in 1980, 1999 and 2009, arrived here on Monday.

“Definitely, a person is very important but the nation is equally responsible to provide fund for making researches fruitful to the potentiality of a researcher. In fact, freedom of science is really important for its culmination,” Klaus said. “Yes. Government must provide fund to promote the science sector to reach its ultimate height, investing in the development of well-equipped laboratories so that any researcher could carry out researches in the government labs for the sake of national development. Science [Physics] is the basic fundamentals of development. German government provided me grant for carrying out researches in the High Magnetic Field Laboratory, which is German-French lab, Grenoble in France, where I discovered my theory of new measurement units.”

Nothing happens itself, he said. “We must work hard sincerely and dedicatedly. It is an interesting case that I did not expect the result of my research. As I was absorbed in my research entirely in 5.2.1980 at 2 AM in a lab of Grenoble in France, it was surprising consequence for me. I was successful in my discovery of integer quantum hall effect. I was really amazed when I was rewarded with the Nobel Prize in 1985 beyond my imagination,” he told this daily.

He sees the possibility of science and technology development in Nepal is bright. “You see there is a big number of science students in Nepal and they are involved in researches in different countries. However, the country has failed to exploit them by creating appropriate environment for the development of science here. There are good Nepalese researchers abroad. All of them should be brought back if the country really wants to develop it.” “It is the general principle that we have to focus on only one area to promote the particular area of science in full-fledged. If we are diverted into many streams at a time, there will be no significant achievement.”

When asked about Nepal winning Nobel Prize on science any day, he said, “Why not? Everyone can win it. If African countries can win, Nepal also definitely deserves it though it may take longer time to develop infrastructure in science field here.”

Klaus took a class on his discovery in the Central Department of Physics, Tribhuvan University, Kirtipur, and Kathmandu University, Kavre today. He is leaving for Germany tomorrow.

Nobel laureate holds out hope for Nepali scientists

KATHMANDU, June 3

German Nobel laureate Prof Dr Klaus von Klitzing on Wednesday said that the Nepal government should help local scientists and provide research facilities, which, in turn, could hasten the pace of development in the country.
He also urged the state to initiate a move to bring back all Nepali researchers, who are pursuing their work abroad. Dr Klitzing, who won the Nobel Prize for Physics for his path-breaking work on Integer Quantum Hall Effect in 1985, is in the capital to participate in the four-day International Conference on Frontier of Physics.
He is not new to the Himalayan nation, having been here on two earlier occasions — in 1980 and 1999.
He felt that it was the responsibility of the nation to make funds available for the researchers. He cited the example of the German government, which extended him all financial help to conduct research in the High Magnetic Field Laboratory, which is located at Grenoble in France.
“I discovered the theory of new measurement units during my experiments in that laboratory,” he reminisced.
In retrospect, he said that he did not expect to win the Nobel Prize in 1985. “I was taken aback when I got the award,” he said.
He attributed the honour to his sincere work and expecting nothing in lieu of his painstaking research. He held out hope for the progress of science and technology in Nepal.
“Many science students from here are busy conducting research across the world. Unfortunately, the nation has failed to exploit their potential due to lack of conducive environment for research facilities,” he explained. Dr Klitzing had a word of caution for fellow scientists. “We need to focus on only one area. If we divert into many streams, then there will be no significant breakthrough,” he added.
Asked about Nepal’s prospect of winning a Nobel Prize for science in the near future, the ever-optimist retorted: “Why not? Anyone can win it. Nepal stands a good chance. But, it may take a tad longer since it has to develop adequate infrastructure for conducting research. “ He imparted his knowledge on the Integer Quantum Hall Effect in course of a couple of lecture sessions at the Central Department of Physics in Tribhuvan University, Kirtipur, and at Kathmandu University in Kavre, today.
Dr Klitzing, who hails from a family of noble and was born in Schroda, which falls in present day Poland, will leave for his native Germany tomorrow.

Indifferent NAST helps illegal foreign researchers’cause

The nation was endowed with a sophisticated science laboratory, thanks to a gift from the generous Italian government.

But, over the years, Nepal Academy and Science and Technology (NAST) — the only scientific autonomous body in the country — has evinced little interest to take pro-active interest for optimum utilisation of its rich resources.

NAST’s reluctance is helping the foreign scientists and researchers’ cause.

They keep coming to Nepal masquerading as tourists as scores of travel agencies are only too eager to play facilitator for a few dollars more.

No wonder, the visitors cock a snook at obtaining permission to carry out their research.

The hi-tech Pyramid Laboratory, which was established for high altitude research, has become all but defunct, thanks to gross national negligence.

But nobody seems to be bothered even as a huge team from NASA is on a visit to Nepal these days. Their trip has been organised by a trekking organisation — the most convenient route for such operations.

Presently, the team is camping in the Mt Everest region with all its research equipment in tow.

Dr Purushottam Ghimire, joint-secretary, Ministry of Environment, Science and Technology, maintained that foreign researchers should abide by all rules and regulations.

“We will not allow them to study in our country without permission. Though the NASA’s team has not obtained any legal clearance, we understand that they are carrying out research at the higher altitude,” he said.

“To make matters worse, the Nepali scholars don’t hesitate to chase them around, thanks to the lure of a quick buck. They assist these foreign researchers, who are indulging illegal activities,” he explained.

Hari Kumar Shrestha, country representative, EvK2 National Research Council (EvK2CNR), an Italian initiative, echoed a similar apprehension.

“Foreigners come here posing as tourists. But many conduct researches on the sly. Perhaps, this has got to do with the fact that it’s a tedious process to obtain permission from the government.

While, tourists are allowed to go in most parts of the country sans any prohibition,” reasoned Shrestha.

EvK2CNR was the brain behind setting up of the Pyramid Laboratory/Observatory in 1989. It is located at 5,050 meters at the base of Mt Everest, aiming to safeguard the high altitude fragile ecosystem in the Hindukush-Karakoram-Hi-malayan region, which includes parts of Nepal, Pakistan, Tibetan Autonomous Region and India.

It focuses on earth sciences, environmental sciences, medicine, physiology, anthropology, and development of new technologies, according to NAST, a major collaborator with EvK2CNR.

The Tribhuvan University, Kathmandu University, ICIMOD, IUCN, WWF and the Department of Hydrology and Metrology are also involved with the Italian organisation in some way or the other.

Dr Dinesh Raj Bhuju, chief, science faculty, NAST, owned up to the poor utilisation of Pyramid Laboratory/Observatory.

“It’s true that it has immense potential, including exploration to the space. But, we failed to make good use of it due to certain teething infrastructure inadequacies.

Though, we have enough manpower, severe financial crunch has been a major constraint,” he said.

While a source at NAST maintained that no scientist preferred to stay at the laboratory despite the best of facilities for high altitude studies.

“There is only person, Bijuli Baje, an electrician, who seems to enjoy his stint up there,” he added.

Shrestha argued about the ownership rights of the hitech facility.

“It is NAST’s property. We want it to be handed over to us at the earliest. A process to this effect was initiated in 2007. But nothing came of it since then ,” he said.

While, Bhuju was candid enough to admit that NAST was in no position to bear the laboratory’s high maintenance cost.

“Be that as it may, we must operate for own advantage.

It makes sound business sense. Unfortunately, Italian and other European scientists, who are keen to conduct their researches in a legal manner, are now flocking to EvK2CNR’s laboratory in Pakistan. However, that facility is far inferior. But, the Unified CPN-Maoist’s activities and policies have prompted them to take this decision. This is a huge loss for us,” alleged Shrestha.

Prof Karan Bahadur Shah, a researcher, elaborated on the logistical problem at hand.

“No foreigner has got permission to conduct research for the past few years due to strict domestic laws.

This has led to a spurt in illegal activities like rampant smuggling of indigenous resources,” he said.

Allegations are now flying thick and fast that some foreigners have actually managed to obtain patent rights on local resources in blatant violation of the intellectual property rights.

Dr Keshab Shrestha, chief, Natural History Museum, expressed concern about the growing trend.

“We must wake up these threats and pull out all stops to curb them for national interest,” he said.

Govt apathy brings a trend of brain-drain

Owing to the government’s least priority to invest in research and development (R&D) sector, the national progress has fallen lagging farther behind the developed countries. This trend has forced the science and technical manpower, backbone of the developmental infrastructure, flying to the developed nations from Nepal.
“One of the prominent reasons for failing to develop the country is inadequate investment in the R&D and to link each other,” said Dr Dinesh Raj Bhuju, Chief at the Faculty of Science, Nepal Academy of Science and Technology (NAST), government apex body of science and technology. “Thus, it has encouraged our technologists to drain into the developed countries.”
There are more than 30,000 science and technical graduates in the country. It is said that almost all the Science products of government-funded Budhanilkantha School, Kathmandu go to the developed countries. About 80 percent products of Physics and Chemistry, Engineering and 25 percent of IT products of Tribhuvan University migrate to America, Europe and other developed Asian countries, according to a NAST expert.
“However, a large majority of the science graduates are engaged in non-research fields,” said Bhuju, who refused to stay in Japan as a scientist. “Some came with great zeal to do something for own country. However, they are in teaching profession. This is an irony of the country.”

Technologists in non-research field

“This is unfortunate that the science graduates are either only in teaching or administrative or managerial posts,” said Bhuju. “Government, which should invest in basic research, is yet to institutionalise the R&D. Private sector also must be involved in applied researches.”
Nepal’s gross investment in the sector stands by only 0.3 percent of the total GDP, which is spent on salaries and perks whereas developed countries such as Japan have more than 3 percent in R&D. “If we want to pace the sector utilising our manpower, the government should allocate at least 1 percent of the GDP,” he said. “If NASA can exploit our scientists, why shouldn’t we think upon it?”
Economic crisis, political instability and lack of vision and will power are the main constraints to hinder the exploitation of untapped human and natural resources for the development, said Shiva Prasad Koirala, principal at Kathmandu Engineering College. “Government, instead of encouraging the private sector for the development, is discouraging unnecessarily.”
The developed countries float the diplomatic strategies to attract the science and technical manpower of the developing countries without any investment, veteran scientist Bhuju said. “Germany and Japan floated 25,000 visas for free wrights from developing countries in 2004.”
According to the UNESCO Science Report 2004, 100,000 scientists have gone to the developed countries from Africa alone. “The number from Asia is unexpectedly higher than it,” said Bhuju. “Among 10 million scientists world-wide, developed countries boast of 80 percent of them and 60 percent out of them are migrants from developing countries.”
